The Defense Health Agency is successfully managing one of the most comprehensive pharmacy benefits in the world through TRICARE, ensuring millions of service members, retirees and their families can obtain essential medications no matter where duty takes them. David J. Smith, DHA deputy director, made those remarks during a recent Senate Armed Services Committee personnel subcommittee hearing focused on military health programs.
TRICARE provides coverage for most prescription drugs approved by the Food and Drug Administration. The benefit serves active duty personnel, military retirees, family members, and National Guard and reserve component members. In total, the program supports approximately 9.5 million beneficiaries around the globe.
“DHA is proud of the comprehensive worldwide pharmacy benefit it offers to our 9.5 million beneficiaries,” Smith said.
Accessibility stands out as a major achievement. More than 98 percent of beneficiaries live within a 15-minute drive of a network pharmacy, and over 99 percent are within a 30-minute drive of one. This level of convenience helps maintain continuity of care even during moves, deployments, or other disruptions common in military life.
“The department is effectively managing this important health benefit that helps support force readiness, recruitment, retention and the health of our service members and their families,” Smith said. “A resilient pharmacy program supports both beneficiary health and military readiness by ensuring reliable access to essential medications wherever the force operates.”
Clinical effectiveness remains the primary factor in coverage decisions. Officials also evaluate cost-effectiveness and long-term affordability to stretch limited resources as far as possible while preserving high-quality care. Negotiated discounts have produced meaningful taxpayer savings that help offset rising pharmaceutical costs, particularly in specialty drugs, biologics, and treatments for chronic conditions.
Smith noted that pharmaceutical spending continues to be one of the fastest-growing parts of the military health budget. The DHA has a tricky balancing act – encouraging innovation in treatments, being fiscally responsible, and ensuring the supply chain is reliable for forces in remote or contested environments.
For military families, reliable access to medications can be the difference between a tough time and a manageable one. Whether treating diabetes, heart conditions, or everyday childhood illnesses, the TRICARE pharmacy program takes out much of the guesswork that often accompanies frequent moves and deployments.
